ＧＥＲの能力は時間を巻き戻すものと解釈しなければ(そういう能力じゃないから)、理解するのは簡単だよ。物事には原因と結果がある。何かが起こった時、物事は時間の経過と共に出来事に沿って進行してゆく。時間とはつまり、現在の出来事が絶えず過去になっていくということだ。
ＧＥＲはその因果関係を否定する。何が起こったとしても、その影響を消し去ってしまう。原因の影響を消し去るとはつまり、ＧＥＲの能力の対象を以前の状態にリセットするということだ。この能力は常に働きつづける力であり永久に続く。
そしてディアボロとの戦闘で起こった事はこういう流れだ：
ディアボロが達者に喋る(ここでＧＥＲが発動)→ディアボロが時間を消し飛ばす能力を発動→ディアボロがジョルノに接近する→ディアボロの能力が終わる→しかしディアボロはＧＥＲの能力を受けているため、消し去った行動が元の状態に戻る→消し去った時間が元に戻る→ディアボロが消し去った時間の中で行った事は事実上起こらなかったので彼は最初の状態にリセットされる
ディアボロが再び時間を吹き飛ばそうとしても、ＧＥＲの能力を受けたものは先に進むことが出来ず無限ループすることになり、事実的には永遠に最初の状態に留まり続ける。
ＧＥＲの対象となった者は自らの周囲にあるものに影響を与えることが出来ず、最初の状態に常に戻り続けるためどこにも逃げることもできない。次のエピソードで見ることになるであろう”死”でも同じことが起きる。ＧＥＲによって死は無限ループし続け、何度死に続けようと決して実際には死ねないんだ。ーーGER is actually pretty easy to understand when you DON'T assume it's to rewind time (it isn't). Events progress through cause and effect: something happens, and something else follows that event to progress time forward. Time is the constant passing of present events into the past.
GER negates causality; something happens, but the effect is deleted. A cause with no effect basically never happened, so the target of GER is "reset" to its previous position. This power is a constant force and lasts indefinitely.
So in the battle against Diavolo, this is what the course of events looked like:
Diavolo shoots his mouth off (GER is in effect) > Diavolo begins the action of erasing time > Diavolo approaches Giorno > Diavolo ends the action of erasing time > Because Diavolo is under the effect of GER, the consequences of his past actions are deleted > Therefore the time erased is restored > Diavolo is reset to the point he began because the events within his erased time effectively never happened.
Diavolo could try to erase time again, but it would just result in an infinite loop as nothing affected by GER can progress forward and is effectively frozen in their present position, forever. Nothing they do will ever impact the world around them and they have nowhere they can go to escape as they will always return to where they started. As you see in next episode, "dying" is also an action, therefore dying to GER results in an infinite loop where you are always dying but never actually die.

ーーThe Stand's power is based on the user's strength of will and determination. Coco Jumbo is a turtle who has the strength of will to go find shade and eat vegetables, so Mr. President only manifests itself as a small room with a TV and a fridge.
Polnareff was determined enough to survive falling off a cliff and having his legs chopped off to learn how to become a computer hacker to get back at the bipolar Italian stripper that pushed him off the cliff several years later. He then clung for dear life to a turtle. His strength of will, to me, means that him using Mr. President will allow him to manifest Polnareffland within the turtle.
Or at the very least he will be able to manifest a bathroom so we don't need to get sticky fingers punching a hole in the closet to go number two.
